Mr. Levin is the acting Global Maritime Distress and Safety System (GMDSS) subject matter expert for the USCG. He sailed as an Electronics Officer on US Merchant vessels and this provides a resource to better understand the challenges we face in providing improvements in communications and maritime safety. He has written courses and published texts based on maritime communications and electronics theory. He is active in preparation and participation in international and domestic meetings related to maritime communications policy and standards. He provides responses to questions from the public on rules and procedures on maritime communications. Mr. Levin served as a marine shore technician doing vessel inspections for the Federal Communications Commission and the Class Societies.
